The objective of this consultancy is to design, pilot, and support institutional adoption of a National Education Quality Assurance System that is operational, data-driven, and embedded within the MoECST systems to strengthen accountability for learning outcomes and school improvement.

The consultancy will support the development of standards, processes, data systems, and regulatory reforms necessary to assess and improve the quality of school leadership, teaching, and management within primary and secondary schools. While performance
on national student assessments will form an important component of the quality assurance system, the framework will incorporate multiple measures of school and professional performance. The scope of services is structured around four interrelated components.

Bidding will be conducted through the Quality and Cost Based Selection (QCBS) procedures as specified in the Accountable Entity MCC Procurement and Policy Guidelines (PPG) and is open to all eligible offerors as defined in the PPG.
