The Government of Belize has received Readiness grant financing from the Green Climate Fund (GCF) for the implementation of the Project, “Strengthening the capacity of the Ministry of Economic Development, University of Belize, National Climate Change Office, the Ministry of Public Service, Governance and Disaster Risk Management, and the Belize Social Investment Fund”. The overall objective of this Readiness 14 is to support the Ministry of Economic Transformation (MET) in addressing institutional, fiduciary, environmental, social, and policy gaps as it pursues accreditation as Direct Access Entities to the Green Climate Fund, thereby strengthening Belize’s national capacity to directly access and manage climate finance.

The objective of this assignment is to strengthen the Ministry of Economic Transformation (MET) Gender Policy framework to ensure alignment with national and international standards required for GCF accreditation.

The Deliverables of the Consultant:

Develop a comprehensive Gender Policy and Manual aligned to Belize’s legal framework,
CARICOM, and GCF/IFI Gender Policy standards; Operationalize the Gender Policy through practical tools and templates; and Build institutional capacity through structured training, stakeholder validation, and a phased implementation support plan.

The Consultant is expected to hold an advanced degree (Master’s or higher) in Gender Studies, Social Policy, Social Specialist, Sociology, Social Work, Law, Development Studies, or a closely related discipline. Applicants with a Bachelor’s degree with 5 years minimum experience in any of these fields, will also be considered.
