Overview
In 2024, the Belize Integral Security Programme (BISP) achieved a 100% execution rate, disbursing BZD $8.89 million to complete key infrastructure and security projects. Major accomplishments included the construction of a modern kitchen and two dormitories at Price Barracks, infrastructure planning for police and medical facilities, upgraded communication systems for the BDF, and the signing of a contract for a national AI-enabled CCTV and 911 system. These efforts mark the largest investment in Belize’s security infrastructure to date. Lessons emphasized the importance of stable stakeholder coordination and clear project scopes, while future plans focus on launching the next phase of construction in 2025 and strengthening institutional support for smoother implementation.
Achievements
- Construction of a 7,500 sq. ft. modern kitchen at Price Barracks (BZD $3.75M), complete with industrial-grade equipment, dual dining halls for 300 soldiers, climate-resilient features, and a compliant wastewater system.
- Two new 5,400 sq. ft. dormitories (BZD $3.08M) accommodating 96 soldiers with upgraded sanitation, solar water heaters, laundry facilities, and hurricane-resistant design.
- Infrastructure designs and planning for police stations, substations, a medical center, hurricane shelter, and operations center through consultancy services (BZD $721K).
- Improved communication capacity with the procurement of advanced wireless systems for the BDF (BZD $343K).
- Contract signed for national CCTV and 911 system in Belize City using AI-enabled surveillance (BZD $3.89M), scheduled for completion in 2025.
